Manager, Cybersecurity Program Operations
Role Definition:
Leads a team of project management professionals and oversees the operational functions and strategies of Cybersecurity programs.
What You Will Do:
- Lead portfolio management activities for Deputy CISO level organizations, including investment prioritization, resource planning, executive reporting, and strategic planning processes.
- Develop and maintain visibility into the Cybersecurity portfolio, including project status, resource allocation, budget performance, risks, and business outcomes.
- Partner with Cybersecurity leaders to support strategic planning, annual operating plans, investment prioritization, and execution tracking.
- Evaluating and providing guidance during the general and detailed planning stages of organizational programs; developing strategies to ensure all projects within the program are cohesive and in line with organizational goals.
- Partner with Cybersecurity leaders to evaluate vendors, negotiate contracts, manage renewals, and ensure investments align with organizational priorities and business outcomes.
- Hiring, development and management of project and program managers, including both internal staff and external contractors.
- Collaborating with Cyber teams using a disciplined project management approach and coaching them on their project-related roles and responsibilities.
- Lead, coach, and develop a team of 5 Caterpillar and external consultants responsible for portfolio governance, project delivery, financial management, and operational excellence across the Cybersecurity organization.
Budget and Finance Management:
- Leading budget, finance and execution on behalf of the Cybersecurity Organization to ensure optimization of resources.
- Works closely with other Cybersecurity leaders to ensure high quality forecasting and execution of Cybersecurity spend.
- Leveraging information security investments to enhance business, administration, and compliance processes.
Vendor Management and Contract Negotiation:
- Leads complex, high-impact or volatile negotiations involving high business risks.
- Knowledge of product and vendor evaluation; ability to implement processes for the evaluation and selection of products, tools, services and infrastructure components ensuring they are in line with an organization's business needs and architectural principles.
- Optimizes standard processes to maximize the efficiency of organizational products or services.
- Knowledge of the contractual and legal matters related to expenditures (consulting services, maintenance, agreements, acquisitions, outsourcing, etc.)
- Coach’s others on methods and operational considerations of contract reviews.
- Reviews and ensures compliance with relevant organizational and legal policies and procedures.
- Teaches proper evaluation and interpretation of the language used in contracts. Increases the accuracy and efficiency of contracts review through process improvement.
Program Management:
- Experience leading complex programs or projects involving multiple stakeholders, workstreams, and dependencies.
- Demonstrated ability to manage scope, schedule, risks, budgets, and program outcomes. Ability to translate complex technical or operational information into concise, executive-ready communications.
- Strong presentation, facilitation, and stakeholder communication skills. Experience building trusted partnerships and influencing outcomes within a matrixed organization.
- Ability to connect strategic objectives with practical execution plans. Proven ability to navigate ambiguity, solve problems, and adapt to changing priorities.
Basic Qualifications:
- Bachelor’s degree in computer science, information systems, engineering, business administration, or a related field.
- Experience managing organizational budgets, vendor relationships, contract negotiations, and financial planning activities.
- Experience leading a PMO, portfolio management office, business operations function, or similar governance organization.
- Understanding of information security and the relationship between threat, vulnerability, and information value in the context of risk management.
- Experience in a leadership role, high level analytical skills, exceptional relationship management competencies, and relevant project management work experience with a demonstrated record to lead and execute information security compliance and risk mitigation programs.
Top Candidates will also have:
- Experience working in a large, global organization.
- Experience developing executive-level reporting and presentations.
- Familiarity with cybersecurity or risk-management frameworks.
- Experience supporting executive leadership teams with strategic planning, governance, operating reviews, and investment decisions.
- PMP, Agile, Scrum, Lean, or similar project management certification. One or more active certifications: CISA, CISM, CRISC, CISSP or CFE.

Summary Pay Range:
$147,760.00 - $221,640.00Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance and experience. Please note that salary is only one component of total compensation at Caterpillar.
