Job Summary:

The Portfolio Operations & Governance Lead operates the control discipline that turns portfolio meetings, risks, decisions, dependencies, actions, and evidence into accountable follow-through and closure. This role makes the Portfolio operating system usable day to day by maintaining governance records, preparing decision forums, surfacing overdue or incomplete controls, and ensuring approved decisions and changes are traceable across Atlas and the broader CI portfolio.

What You Will Do:

  • Operate integrated risk, issue, dependency, action, decision, and reconciliation registers, ensuring each item has clear ownership, timing, status, evidence, and disposition.
  • Prepare Portfolio and cross-mission forums by confirming required inputs, decision questions, pre-reads, evidence, attendees, and escalation paths.
  • Record decisions, actions, dependencies, and change dispositions during or immediately after forums; publish outcomes and track closure.
  • Monitor aging, overdue checkpoints, missing owners, incomplete mitigations, unresolved dependencies, and stale records; escalate control failures through the agreed path.
  • Administer controlled Portfolio documents, version history, source traceability, approval status, open questions, and reconciliation of conflicting role or process statements.
  • Support execution of the Portfolio Operating Model and Ways of Working by maintaining governance calendars, readiness checklists, artifact standards, and compliance evidence.
  • Coordinate with the RTE, Deputy Portfolio Manager, TPMs, Mission Leads, Product, Architecture, Finance, Reporting, and delivery teams to connect governance records to roadmap and execution impacts.
  • Maintain reporting readiness by validating source links, data-quality exceptions, metric definitions, and the traceability of executive statements to governed records.
  • Identify recurring control breakdowns and support process improvements that reduce manual follow-up, duplicate reporting, delayed decisions, and unowned work.

What You Will Have:

  • Project Administration: Knowledge of practices and tools used to administer complex projects, maintain records, track dependencies and completion dates, and ensure consistent execution of defined controls.
  • Planning: Tactical and Strategic: Ability to connect near-term actions, forums, dependencies, and milestones to broader program and portfolio outcomes.
  • Governance and Process Discipline: Ability to translate standards into practical operating routines, required evidence, clear ownership, review readiness, and closure.
  • Decision Making and Critical Thinking: Ability to identify missing information, distinguish fact from assumption, frame unresolved decisions, and escalate material exceptions.
  • Change Control: Knowledge of processes used to document, evaluate, approve, communicate, and trace changes to scope, dates, milestones, decisions, and commitments.
  • Data and Reporting Quality: Ability to validate source lineage, identify missing or stale information, maintain shared definitions, and prevent unsupported conclusions from entering leadership reporting.
  • Relationship Management: Ability to coordinate across technical, product, financial, business, and leadership stakeholders with professionalism, persistence, and sound judgment.

Top Candidates Will Have:

  • Experience operating PMO, portfolio, program, governance, release, or project controls in a complex technical environment.
  • Demonstrated strength maintaining decision, action, risk, dependency, change, and evidence records through closure.
  • Ability to prepare and operate senior-leadership and cross-functional forums without turning governance into excessive bureaucracy.
  • Working knowledge of Azure DevOps, Power BI, SharePoint, Microsoft 365, or comparable work-management and reporting tools.
  • Strong attention to detail, follow-through, written communication, document control, and ability to challenge incomplete records constructively.
  • Ability to manage multiple priorities, identify recurring process failures, and create simple, repeatable controls that reduce leadership burden.

Additional Details:

  • This position requires the candidate to work full-time onsite at the Irving, TX office (Dallas)

Summary Pay Range:

$128,470.00 - $192,710.00

Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance and experience. Please note that salary is only one component of total compensation at Caterpillar.
