This position is responsible for managing daily export controls compliance activity to ensure Caterpillar parts, products, software, and technology are accurately classified and flow across international borders in compliance with U.S. and applicable multilateral export control regulations. In addition, this role will ensure classification compliance requirements are met for Caterpillar through a robust risk management, quality assurance, and controls environment.
What You Will Do: The Classification Manager activities include, but are not limited to:
- Responsible for managing the Export Control Classification Number (ECCN) determination process for parts, products, software, and technology produced or sourced by Caterpillar in accordance with the U.S. Commerce Control List (CCL) and the Export Administration Regulations (EAR); managing the classification master database and overseeing analysts performing classification activity
- Establish and lead classification process assurance activities — including quality control reviews, self-audits, sampling, and accuracy metrics — to validate that ECCN, Schedule B/HTS, and EAR99 determinations are correct, consistent, and well-documented across businesses and countries.
- Manage the classification and re-classification of backlog and new part numbers, ensuring timely resolution, defensible technical rationale, and audit-ready records for each determination.
- Collaboration with Engineering, Procurement, Legal, Trade Compliance, and other Caterpillar functions to obtain technical specifications and confirm accurate jurisdiction and classification outcomes.
- Lead the team with strategic and resource deployment decisions related to export classification and classification process assurance.
- Monitor regulatory changes to the CCL, EAR, and multilateral control regimes and drive corresponding updates to classification logic, controls, and documentation.
JOB DUTIES:
BACKGROUND/EXPERIENCE:
An ideal successful candidate for this role will have:
- 5+ years of international trade experience with extensive understanding of complex export controls and classification concepts and applications, including the EAR, the Commerce Control List, ECCN determination, and EAR/ITAR jurisdiction. Must have ability to communicate technical information effectively with team members and others in the work group, as well as employees in other units, customers, and suppliers.
- Experience working with regulatory agencies within the export controls space (e.g., the Bureau of Industry and Security), or equivalent experience.
- Undergraduate degree in related areas such as business, law, engineering, logistics, or government affairs.
- Ability to adapt to and adjust processes and recommendations in a highly complex, ambiguous, and fast-changing international trade and export controls context.
- Experienced with implementing and/or managing global initiatives/processes for export classification and compliance assurance across multiple businesses and countries; ability to find root-causes and work through creative and achievable resolutions.
- Ability to collaborate and influence vertically and horizontally, across levels and various business functions, and with external parties.
- Excellent interpersonal and collaborative skills with demonstrated ability to balance commercial and compliance priorities and imperatives, and to impact, influence, and negotiate with multiple stakeholders.
- Results-oriented — willing to take appropriate initiative, bear risks, make decisions, and take responsibility to resolve problems and improve business results.
- Demonstrated record of accountability for decisions and ability to multi-task and balance priorities in a demanding environment.
Preferred Qualifications:
- Preferred candidates will have familiarity with technical/engineering documentation and product specifications used to support classification decisions, and will continually stay abreast of regulatory and supply-chain changes affecting the export classification of goods, software, and technology.
- Experience designing and operating classification quality-assurance frameworks, including accuracy metrics, sampling methodologies, and audit-ready documentation standards.
- Familiarity with classification automation or decision-support tools and human-in-the-loop review processes.

Summary Pay Range:
$112,710.00 - $169,060.00Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance and experience. Please note that salary is only one component of total compensation at Caterpillar.
