KEY RESPONSIBILITIES:

The successful candidate will manage Indirect Tax matters of Caterpillar entities in China and will be responsible for:

•    Working with Business Managers, Operations personnel, Legal Services, Corporate Accounting, Corporate Treasury, Trade Compliance, Shared Service Centres and Global Tax Managers, as well as with external counsels, consultants and Chinese government officials to ensure that Caterpillar entities’ existing and future operations in China are structured and operated in an efficient manner with regards to Indirect Tax, taking into account business and operational needs and concerns.  

•    Leading any specific Indirect Tax projects and provide Indirect Tax support to other projects. 

•    Representing Caterpillar, in co-operation with local management, advisors and Global Tax Direct Managers, in all matters dealing with fiscal authorities relating to Indirect Tax. This shall include, amongst others, managing responses to all government requests, managing government auditors during visits to Caterpillar facilities, representing Caterpillar entities in advocating and shaping specific Indirect Tax matters, representing Caterpillar entities at official government hearings, and managing Indirect Tax litigations and disclosures. 

•    Working with the Indirect Tax Technology team to ensure that the accounting and reporting systems used are configured correctly and deliver Caterpillar’s 3 Key Indirect Tax Compliance Requirements of: (i) correct Indirect Tax decision making; (ii) compliant documentation; and (iii) complete and accurate reporting. 

•    Providing input to projects involving relevant system upgrade and changes. 

•    Advising the Indirect Tax Accounting teams in their Indirect Tax compliance processes for the Caterpillar entities in China.

•    Supporting Caterpillar China entities in implementing the Global Indirect Tax Control Processes and completing the Validation Workbooks, and providing continuing support. 

•    Determining when outside advisors can add value, choosing the appropriate outside advisor, determining the fee arrangements, and managing the workflow, relationship and cost/value equation.


KEY RELATIONSHIPS:

The China Indirect Tax Senior Manager will work directly with other members of the Global Tax team, Business Managers, Logistics, Legal Services, Finance, Operations, Corporate Accounting, Corporate Treasury, Trade Compliance Managers, Shared Service Centers, as well as with outside counsels and government officials. 


SKILLS & EXPERIENCE REQUIRED:

Planning : Tactical, Strategic: Knowledge of effective planning techniques and ability to contribute to operational (short term), tactical (1-2 years) and strategic (3-5 years) planning in support of the overall business plan.
Level Extensive Experience:

Tax Regulations: Knowledge of federal, state and local tax procedures and regulations; ability to adhere to tax regulations.
Level Extensive Experience:
• Debates political and economic realities that underlie tax rates and regulations.
• Teaches others about the current federal, state and local tax rates and regulations for own industry.
• Develops internal policies and procedures regarding the tax obligations of the organization.
• Analyzes tax liability in several organizational areas.
• Advises others on regulations for filing a variety of tax forms.
• Evaluates the impact of taxation on competitors and other related businesses.

KEY COMPETENCIES :

Essential:  
•    Experience in dealing with Chinese Indirect Tax matters, preferably within a Big 4/Law firm and/or an international group of companies.
•    Professional Tax qualifications (Law, Business, Accounting or Tax degree).  
•    Fluency in English, both oral and written. 
•    Good understanding and up-to-date knowledge of China VAT principles and processes.
•    Conduct complex research and/or technical analysis on Indirect Tax.


Desirable:
•    Proven record of success and commitment to quality. 
•    Strong analytical and process improvement skills.  
•    A good knowledge of accounting practices and information technology systems. 

Travel
•    Travel within China may be required.
