JOB DUTIES:
The Analyst activities include but are not limited to:
Managing HS(Harmonized Tariff Schedule) classification assignments.
Management of Customs record-keeping requirements where applicable, draft responses to Customs government inquiries, and prepare analysis and material for review with supervisor on Customs legal reviews.
Address inquiries from Customs agencies, resolve Customs exams, address anti-dumping duty issues, and oversee periodic transaction testing audits.
Assist in the facilitation of information between Caterpillar and Customs governmental officials for both written communication and meetings
Employee may also be responsible for performing other job duties occasionally as assigned.
BACKGROUND/EXPERIENCE:
7 -10 years’ experience in HS(Harmonized Tariff Schedule) Classification
Proficient in English (conversational and written)
Strong understanding of international supply chain, both physical flow and data flow including ocean carriers, air carriers, freight forwarders, and Customs brokers
Experience in trade and customs compliance activity
CAPABILITIES:
Understand the General Rules of Interpretation (GRIs), TARIC, WCO Explanatory Notes, and, if applicable to region, the HS(Harmonized Tariff Schedule) Classification Schedule, for assigned country/region and other countries/regions in scope.
Detailed understanding of the in HS(Harmonized Tariff Schedule) Classification process.
Ability to communicate and interact with other divisions and departments, including Customs officials.
Ability to work and lead special Classification projects.
Ability to justify, defend, and support to Customs the HS(Harmonized Tariff Schedule) classification determination, by demonstrating reasonable care with a solid response and adequate documentation.
