JOB PURPOSE:
-
To coordinate, administer and develop various human resources services and functions typically within a facility.
-
Provide employment and personnel services including but not limited to employee engagement initiatives, formulating and/or implementing policies, practices and procedures related to employment practices, developing.

Coordinate training and development programs to ensure proper and effective staffing, personnel selection and practices, manpower planning and succession planning, skills development, policy & practice interpretation and application.

Assist managers in addressing individual and organizational effectiveness issues and compensation administration.

Typical internal customers include the employees at all levels in one or more facilities and/or Divisions.

The position often confronts complex issues or problems, which require careful analysis and diagnosis.

Sets priorities and establishes a work plan in order to complete broadly defined assignments and achieve desired results. Impacts key quality goals including Customer Satisfaction, Continuous Improvement, Timeliness, Accuracy, Efficiency, and Process Quality.

Be responsible for facility government affairs.

Maintain a smooth and positive communication channel with local government.
-
Serve as a liaison and contact window between facility and local government and follow up actions on timely basis to ensure issues could be addressed quickly.
BACKGROUND/EXPERIENCE:
-
Typically requires an awareness and expertise in many areas of human resources.

Typically requires good experience in people development and learning program administration. Understanding about labor relations, benefits, personnel with a working knowledge of operations would be a plus.

The position typically requires a college or university degree or equivalent experience of 5 years of practical human resource assignments.

Strong English/Chinese writing skills are required to this position.
-
Strong public relations skills and the ability to work with a wide range of people with different background both inside and outside the company is a must.

This position also needs strong planning, communicating and organizational skills.
