Job Description:


To direct & oversee the Program Management Office (PMO) at department level to ensure Digital programs and projects meet organization goals and requirements. Develops and implements PMO processes and policies, directs project management staff, and works with other department leaders to define, prioritize, and develop projects and programs. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.


Direct and lead Program and Project Managers for the assigned department with broad responsibility for ensuring project delivery and process adherence. The incumbent works with all levels of management, to communicate, drive and execute projects and continuous improvement processes that obtains measurable value to the Enterprise. He/she is responsible for:
•definition and maintenance of the standards of project management and processes,
•supporting the successful delivery of programs undertaken by the department through effective facilitation, tracking and reporting, and
•assisting with advising managers and teams on the best use of project management disciplines and approaches and act as the first point of contact for any program queries

People/Team related activities:
•Assist and advise Project Sponsors, Division Managers, and teams to the best use of project
management disciplines and approaches within a fast-paced, high tech environment
•Develop positive relationships with Project Sponsors, Division Managers, and teams to enable
the PMO to provide support including facilitation, tracking and reporting on projects, and training
•Support Change Manager managing resource allocation, including adjustments based on
emerging business or technical opportunities and challenges
•Assist with establishing PMO stakeholder management plan and implementation of the
communication framework
•Act as a reference point for PMO queries and information and an advocate for best practices in
project management
•Share lessons learned and best practices across programs, building relationships with
stakeholders and brokering relationships at all levels

Products, services, and Operations:
•Responsible for the establishment and management of a project methodology incorporating
structures, standards, processes, documentation and reporting which is agile, fits the needs of
the project and puts emphasis on the quality of decision making and timely project delivery.
•Establishes and manages processes supporting the Project Steering Committee, streamlining
communications between Innovation Managers and project sponsors and empowering the
committee to engage in meaningful and efficient debate of priorities and resource availability.
•Maintain processes to ensure project management documentation, reports and plans are
relevant, accurate and complete
•Maintain and update the project management framework and disciplines necessary to support a PMO
Financial and Risk Management:
•Track and report on project portfolio performance, providing a real-time, comprehensive, and
prioritized view of all projects
•Monitor Project overhead and capital expenses to ensure achievement of cost efficiency and
acting to correct any adverse variances.
•Contributes to overall profitability by monitoring all areas of Project expenditure and
reporting on performance against variations.
•Assist Division Managers incorporate strategies for cost efficiencies within their business case
and project design.

Employee is also responsible for performing other job duties as assigned by Caterpillar management from time to time.

Required Qualifications:
•The position typically requires a college or university degree or certification that is equivalent.
•15+ years of direct project management experience working with software engineering teams in an agile environment
•8 years or more of experience in managing or leading project / program management teams.
•Proven experience with project management concepts including project charters, scheduling and planning projects and successful completion
•Previous agile training (spring planning, daily scrums, sprint, retrospective)

Top Candidates will also have:
•Masters’ degree in computer science, information systems, or closely related disciplines
•PMP certification preferred
•Certified Scrum Master (CSM) preferred

•Excellent interpersonal skills are required in order to deal with sensitive issues, develop others, or influence others inside and outside the department to take specific actions.
•Working knowledge of JIRA and Azure DevOps (formerly VSTS), Confluence
•Advance knowledge of Excel, MS PowerPoint, and MS Project
•Strong communication and presentation skills

•Should have strong project management skills, team leadership skills, excellent communication skills, ability to multitask effectively, strong analytical and organizational skills.
•Change Management Certification preferred
•Six Sigma Black Belt Certification desirable
•Knowledge of Power BI is highly desirable
